All these jury members evaluate and test automobiles as part of their journalistic work and are recognized for their analytic abilities and professional competence. Annually they arrive together to vote for the ICOTY.

To qualify for the 2009 awards, only all-new cars and bikes, regardless of the nation of their origin, that went on sale in showrooms across the nation earlier than December 1, 2009 were considered. Current vehicles and motorcycles which have had mere cosmetic facelifts or small mechanical tweaks do not qualify for consideration.
